The Afghan organization Evac has recently raised concerns about provisions in the draft U.S. defense budget bill that could impact the resettlement of former American allies and jeopardize their safety.

Implications of the U.S. National Defense Authorization Act Draft

According to Evac, the 2027 draft National Defense Authorization Act includes regulations that may halt the relocation of former Afghan partners from Qatar and other unsafe countries. Evac’s warnings highlight critical issues within this draft.

New Regulations and Security Concerns

Shaan Wandyur, the head of the organization, stated that the initial text of this plan includes clauses related to the status of Afghan collaborators. One of these provisions could disrupt the process of relocating Afghans currently residing at a transit center in Qatar to Afghanistan or other dangerous regions.
This center currently houses over a thousand Afghans and is scheduled to close by September 2026.

Concerns About the Future of These Collaborators

The draft also discusses the establishment of a program aimed at safeguarding documents related to Afghan partners of U.S. forces. This measure could be seen as a positive step toward protecting the rights of these individuals.
On another note, the U.S. House of Representatives has voted to extend the mandate of the Afghanistan War Commission to complete its final report. However, there are concerns regarding the timing of the implementation of these regulations. The Afghan transit center in Qatar could be closed before the final approval of this law, endangering the fate of its residents. These safety risks are compounded by larger concerns over refugee security.
