Federal Court Documents Expose Teenagers’ Exposure to Explicit Content on Instagram

Documents released in a federal court in California reveal that approximately 20% of teenage Instagram users (aged 13 to 15) have encountered nudity and explicit sexual content on the platform without prior intention. This report, which includes recent testimony from Adam Mosseri, the head of Instagram, has sparked a new wave of international criticism against Meta’s protective policies…

Revelations from Confidential Documents in California

Recently reviewed documents by Reuters indicate that Meta (the parent company of Facebook and Instagram) is facing significant legal challenges in the United States. This document, part of a federal lawsuit, shows that one in five teenage users aged 13 to 15 reported unintentionally viewing nude or sexual content on Instagram. This statistic was obtained from internal surveys conducted by the company in 2021, which had previously been kept from public disclosure.

Adam Mosseri’s Testimony: Privacy or Security Gap?

In his March 2025 testimony, Adam Mosseri characterized the survey results as highly problematic but claimed that most of these images are exchanged via private messages between users. Defending the company’s practices, he stated that monitoring these messages is challenging due to the necessity of maintaining user privacy. Mosseri added that many people do not want their private messages being monitored, a statement perceived by critics as an excuse to evade responsibility for protecting children.

The Mental Health Crisis and Addictive Products

Meta currently faces thousands of lawsuits at both state and federal levels accusing the company of intentionally designing addictive products. Global leaders and child rights organizations argue that these platforms are exacerbating the mental health crisis among teenagers. Besides sexual content, around 8% of teenagers aged 13 to 15 reported witnessing self-harm or threats of self-harm from other users in these surveys, highlighting the severity of security issues on the platform.

New Commitments Under Legal Pressure

In response to increasing legal pressures, Meta pledged in late 2025 to eliminate all images and videos containing explicit nudity, including AI-generated content, for teenage users. Andy Stone, a spokesperson for Meta, defended the company’s track record by stating, “We take pride in the progress we’ve made and continuously strive to improve.” However, plaintiffs in the case believe these actions are far too late and have caused irreparable harm to the younger generation. Additionally, discussions about the restrictive measures being implemented in countries like Australia highlight the growing concern over social media’s impact on youth.
