Mohammad Yousuf Wafa, the powerful Taliban governor in Balkh, clearly stated in this meeting that the primary source of legislation would be solely the decrees issued from Kandahar, and all officials are obliged to enforce them. According to a new resolution from this meeting, the boundaries of freedom of expression have tightened even further, and any criticism or opposing views presented in public forums, media, or social networks have been labeled as negative propaganda against the regime. Offenders will be unconditionally referred to military courts.
Additionally, Taliban officials have issued a new set of procedures mandating that mosque clerics and religious school leaders utilize their platforms to encourage people to pledge allegiance to the Taliban leader. This move has been perceived by political activists as an attempt to forcibly legitimize the regime among a populace already under extreme restrictions and severe poverty.
Furthermore, to control radical forces and prevent internal divisions, individuals’ exit from the country under the pretext of jihad or joining other militant groups has been banned without written permission from the Taliban leader. Analysts believe that the intensification of these repressive and policing policies, amid a severe unemployment crisis, will elevate the atmosphere of oppression in northern Afghanistan to unprecedented levels.
