U.S. officials have warned that terrorism has evolved through the use of technology and artificial intelligence, posing ongoing threats to global security.

Terrorism and Technology: Emerging Threats

Two decades after the September 11 attacks, combating terrorism remains a priority for the United Nations Security Council. American officials have stated that terrorism has taken on new forms due to advancements in technology and artificial intelligence.

Mike Waltz, the U.S. Permanent Representative to the UN, remarked on Saturday, September 21, that the mission to combat terrorism is far from over. He noted the deaths of leaders from al-Qaeda and ISIS while warning that new manifestations of terrorism are emerging. Waltz highlighted the role of artificial intelligence and technology in enhancing the operations of terrorist groups, mentioning that certain governments are financially and militarily supporting these organizations.

Global Concerns and the Situation in Afghanistan

Although Waltz did not explicitly name Afghanistan as a source of threat, the presence of terrorist groups in the country remains alarming. In a report released by the UN Security Council in February, it was stated that the Taliban has maintained its relationship with al-Qaeda, which has established eight new training camps in Afghanistan.

Retired U.S. General Joseph Votel also pointed to the growing presence of terrorist groups in the online space, noting that influential individuals increasingly play a role in recruiting for these organizations. Annie Forzheimer, former Deputy Ambassador to the U.S. for Afghanistan, commented that Afghanistan has reverted to a state akin to that before the September 11 attacks.

International Consensus and the Definition of Terrorism

Ghaus Janbaz, a political analyst, emphasized the need for a unified definition of terrorism to enhance the effectiveness of countries’ efforts in this arena. He stressed that anti-terrorism conventions must be implemented in a practical manner.

Observers believe that the increasing complexity in the operational methods of extremist groups, facilitated by technology, has presented the global community with new challenges in the fight against terrorism. Success in this endeavor depends on collaboration and consensus among world powers.
