The organization emphasized that targeting such health facilities should be scrutinized and legally assessed as a potential war crime, and the Pakistani government must provide a transparent account of its military decision-making process regarding this operation.

According to the findings of this report, during the bloody airstrike which occurred late last year, at least 269 civilians and patients under treatment lost their lives, and more than 120 others sustained serious injuries. Field investigations indicate that there is no evidence or sign to support the Pakistani military’s claim of an arms or ammunition depot being present at this health facility.

Isabel Lacy, head of Amnesty International’s South Asia division, expressed disgust over the incident, stating that the attack on the Omid Center represents a gross violation of international humanitarian laws. Amnesty’s specialized teams analyzed dozens of photographs, videos, satellite images, and interviews with staff and witnesses to compile this significant report. The findings demonstrate that there were no secondary explosions indicative of an arms depot’s presence. This health facility, accommodating nearly two thousand patients, was clearly marked as a civilian institution, making it implausible for intelligence and military agencies to be unaware of its civilian nature.
