The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has identified restrictions on female employees and bureaucratic interference as the primary challenges facing humanitarian efforts in Afghanistan. In September, the organization reported 30 obstruction incidents affecting relief efforts.

Major Challenges in Humanitarian Aid in Afghanistan

OCHA has highlighted significant issues related to humanitarian assistance in Afghanistan. The organization stressed that restrictions on female workers and bureaucratic interventions are among the main barriers to the distribution of aid.
According to OCHA’s report, 30 incidents of hindrances to humanitarian access were recorded in September, which marks a 27% decrease from August. However, OCHA emphasized that this reduction does not signify an actual improvement in the conditions on the ground.

Details of the Barriers in Relief Operations

Out of the 30 reported incidents, 18 were directly related to interference in aid programs, while 4 were associated with environmental and physical conditions. Additionally, physical confrontations, violence against workers, and the detention of aid personnel are further issues impacting humanitarian activities. The report also indicates that four districts in the country face serious access restrictions to humanitarian assistance. The enforcement of limitations on the presence of female aid workers and beneficiaries is a primary factor contributing to this situation, as female aid workers are essential for delivering assistance to vulnerable communities.

Taliban Government’s Stance on Interference

Meanwhile, Zabihullah Mujahid, the spokesperson for the Taliban government, has denied any interference or appropriation of humanitarian aid during a media briefing. He asserted that all relief activities are managed directly by non-governmental organizations, and no funds from these resources have been handed over to the government.
