Turkey’s Intelligence Chief Engages in Security Talks in Afghanistan and Pakistan

Ibrahim Kalin, the head of Turkey’s National Intelligence Organization, has traveled to Afghanistan and Pakistan to discuss security and defense cooperation, including meetings with Taliban officials.

Ibrahim Kalin Travels to Afghanistan to Strengthen Security Cooperation

Beginning on September 10, Ibrahim Kalin visited several countries, including Afghanistan and Pakistan. These trips highlight Turkey’s increasing efforts to play a central role in regional security and mediation between Kabul and Islamabad.

During his visit, Kalin met with senior Taliban officials, including Abdul Haq Wasiq, the chief of intelligence, and Mullah Abdul Ghani Baradar, the deputy economic head of the Prime Minister’s office. The main topics of discussion revolved around enhancing intelligence and defense cooperation, combating terrorism, and tackling drug trafficking.

Significant Meetings Between Ibrahim Kalin and Taliban Officials in Kabul and Kandahar

Throughout his trip, Kalin also engaged in discussions with Mullah Mohammad Yaqoob Mujahid, the acting Minister of Defense, and Sirajuddin Haqqani, the acting Minister of Interior. These meetings reflect Turkey’s commitment to strengthening its relationships with Taliban leaders.

Reports indicate that Turkey has presented proposals regarding arms and equipment collaboration to Kabul, despite not yet recognizing the authority of the Taliban.

Turkey Seeks to Act as a Mediator in Kabul-Islamabad Tensions

Turkish officials assert that Kalin’s regional mission was conducted at the formal request of Islamabad and in coordination with Qatar. In this context, Kalin also spoke with Hamad bin Khamis Al-Kabiisi, the deputy secretary of the National Security Council of Qatar.

His meetings in Pakistan included discussions with Prime Minister Shehbaz Sharif and General Asim Munir, the head of the army. He emphasized the importance of ongoing diplomatic cooperation to resolve border disputes.

Turkey’s Diplomatic Movements Towards Establishing Regional Defense Alliances

These security initiatives are seen within the broader context of defense alliances. The Joint Defense Pact in Mecca, involving Turkey, Pakistan, and Saudi Arabia, draws attention in this regard.

Strategic experts believe that Turkey is striving to be a link between NATO, the Gulf region, and Asia. However, several challenges could impede the realization of these objectives. The financial burden of tensions in areas such as the Strait of Hormuz and other crises may negatively impact Turkey’s capacity to achieve its aims.
