Former U.S. Ambassador Highlights Erosion of Trust Between Washington and Taliban

Ronald Neumann, the former U.S. ambassador to Afghanistan, has stated that there is a complete lack of trust between Washington and the Taliban. He emphasized that any normalization of relations must happen progressively from both sides.

In a recent interview with the Israeli media outlet i24, Neumann asserted that there is no trust at all between Washington and the Taliban. He stressed that both parties need to take gradual steps towards building a relationship.

Need for Change in Taliban Policies

When asked about the possibility of reopening the U.S. embassy in Afghanistan, Neumann responded affirmatively, stating, “Yes, it is possible,” but he cautioned that the Taliban must make changes in certain policies, particularly regarding women’s rights, which could have political repercussions for the U.S.

History of Political Relations

Neumann also pointed out that there are valid reasons for reopening the U.S. embassy, and he believes Washington will eventually make this decision, although he could not specify when. He reminded listeners that the effort to maintain political connections with the U.S. is not new, as the Taliban sought to preserve these ties during the Doha negotiations, even while demanding the withdrawal of American forces.

Warning About Policy Changes

The American diplomat criticized the Taliban and warned about the potential for Afghanistan to be sidelined in U.S. foreign policy. Neumann noted that the U.S. has distanced itself from Afghanistan multiple times in the past, and each time it has faced crises as a result.

Impact of Other Countries’ Presence

Neumann added that Russia, China, and several other countries have filled the diplomatic vacuum left by the U.S. exit. He pointed out that Russia has officially recognized the Taliban government, while China and other regional countries are enhancing their diplomatic and trade relations with Kabul.

Avoiding Normalization Without Reciprocation

Neumann stated that the normalization of U.S.-Taliban relations must be gradual and contingent upon reciprocal actions. If the Taliban wishes to see the U.S. embassy reopen in Kabul, Washington must demand specific actions from Kabul rather than relying solely on promises. He warned that reopening the embassy without obtaining concessions or reciprocal actions would send the message to the Taliban that no changes in their stance are necessary.
