The Indian Ministry of External Affairs announced that the status of its technical mission in Kabul has been upgraded to an official embassy. The published statement mentions that this decision is to be implemented immediately and indicates India\’s firm commitment to expanding bilateral relations with Afghanistan in all areas of mutual interest.

The statement emphasized that the Indian embassy in Kabul will play a broader role in the comprehensive reconstruction of Afghanistan, providing humanitarian assistance, and implementing capacity-building programs.

Simultaneous Diplomatic Movement from Qatar

In a simultaneous action, the Qatari Emiri Diwan announced the appointment of Murdif al-Qashouti as the extraordinary and plenipotentiary ambassador of this country in Afghanistan.

According to the announcement from the Emir of Qatar\’s office, this decision was made in line with expanding political and humanitarian cooperation between Doha and Kabul. In recent years, particularly after the Taliban\’s return to power, Qatar has played a key role in regional mediation and international interactions with the Taliban.

Expert Analysis: Cautious but Targeted Engagement

International relations experts regard India\’s upgrading of its mission in Kabul as a cautious but targeted action.

Political analyst Ishaq Atmar stated: This move indicates that India wants to expand its relations with the Taliban. After Amir Khan Muttaqi\’s visit to India, this understanding between the two sides emerged. Qatar has also taken a similar step to increase its political influence in Kabul.

Background of Recent Visits and Talks

Amir Khan Muttaqi, the Taliban foreign minister, traveled to New Delhi from October 9 to 16.

According to the Taliban Ministry of Foreign Affairs, during this visit, he discussed political, economic, trade, and regional cooperation with S. Jaishankar, the Indian foreign minister, and several senior officials of that country.

India\’s technical mission in Kabul first began in June 2022 to monitor humanitarian assistance. After the fall of the previous government and the rise of the Taliban, India withdrew its diplomats from Afghanistan.

Since coming to power, the Taliban has expressed a desire for global engagement and has promised to respect the rights of all ethnicities and groups within the framework of Islamic law. However, the international community has conditioned recognition of this government on the establishment of an inclusive government, respect for human rights, combating terrorism, and ensuring media freedom.

Prospects for Regional Relations

Experts believe that the recent actions by India and Qatar, more than being a means of officially recognizing the Taliban, signify a managed engagement approach with Kabul.

The main goal of these countries is to maintain political influence and continue technical, consular, and humanitarian communications at a time when Afghanistan remains in international isolation.
